Strict application of IAEA safeguards and nuclear security should be implemented for Japan's full-scale nuclear fuel cycle. Based on the knowledge and experience of research and development in the nuclear fuel cycle, nuclear material management, the effective and efficient promotion of new technologies should be promoted with scientific and demonstrative measures to strengthen the world's nuclear non-proliferation and nuclear security. Development or sophistication of new technologies, human resource development, and reinforcement of the international framework are future challenge in the international community.

Japan have promoted the peaceful use of plutonium with the nuclear non-proliferation commitment based on IAEA safeguards agreement and Japan-US nuclear cooperation agreement, as well as ensuring transparency of the policy that Japan has no plutonium without purpose of use. In promoting the nuclear fuel cycle, adherence to those measures and maintaining plutonium utilization by means of plutonium-thermal, and a fast reactor cycle to achieve large-scale and long-term energy supply and environmental improvement, therefore, further research and development is essential.

In order to promote the peaceful use of nuclear energy, it is important not only to ensure safety but also to ensure nuclear non-proliferation and nuclear security. Japan has contributed to the international community through strengthening nuclear non-proliferation and nuclear security capabilities with technical and human resource development. However, in the wake of the accident at the Fukushima Daiichi Nuclear Power Plant in 2011, Japan's nuclear power plants have not restarted or plutonium use has not progressed smoothly. Concerns have been shown. Towards appropriate steps of Japan's nuclear fuel cycle policy, such concerns are examined and future efforts are summarized.

Activities of design studies on innovative small and medium LWRs in JAERI

JAERI has developed two types of small and medium size Light Water Reactors to meet the goals of innovative nuclear reactors such as sustainability and diversification of energy utilization. One is the Reduced-Moderation light Water Reactor (RMWR) with passive safety features. The reactor core consists of MOX fuel assemblies with tight lattice arrangement to increase the conversion ratio by reducing the moderation of neutron energy. The core design of 330MWe output with the operational cycle of 26 months was accomplished. A breeding ratio of 1.01, negative void coefficient and natural circulation cooling of the core were realized under the discharged burn-up of 60GWd/t. The other is the Passive Safe small Reactor for Distributed energy systems (PSRD) to diversify the nuclear energy utilization. An innovative advanced marine reactor (MRX) is used to supply the small grid electricity or electricity and heat co-supply by installing it on a barge. A small integral LWR for underground deployment is also studied for exclusive use of heat supply to household or office.

Use results of MOX fuel in ATR Fugen nuclear power station

Fugen Nuclear Power Station ("Fugen") is a prototype Advanced Thermal Reactor (ATR), it has been demonstrated the plutonium utilization by loading many Mixed Oxide Fuels (MOX) since the reactor start up March 1979, and no fuel defect had been occurred, The MOX fuel assemblies has the high reliability and has been loaded more than 700 fuel assemblies. This is the largest in the world as a thermal neutron reactor. However, "Fugen" is planning to stop its operation in the year 2003, because the role of the Fugen almost finished. Therefore, we are going to summarize the ATR project including the Plutonium utilization experience. This paper is summarized as part of the experience.

Study on advanced LWR MOX fuel for effective Pu utilization and reduction of spent fuel assemblies

As one of the studies for advancement of LWR MOX fuel, fuel concepts that can contribute to effective plutonium utilization and reduction of spent fuel assemblies in existing reactors were studied. To contribute to this purpose, candidate fuel concepts with the potential to increase the amount of Pu loading in the assembly for PWRs were devised within the current MOX fuel guidelines, and their characteristics were compared and evaluated. As a result, it was found that a fuel type with Gd$$_{2}$$O$$_{3}$$-doped UO$$_{2}$$ fuel pins installed at the assembly corners to adjust the power peaking in the assembly and the reactivity in the BOC is promising and the amount of Pu loading can be increased by approximately 15% compared to the current MOX fuel core. Under the condition that the amount of Pu used for MOX fuel per year is constant, the number of MOX fuel assemblies to be fabricated can be reduced by approximately 15%, therefore, the spent fuel can be also expected to be reduced by the same amount.
